A BEAUTIFUL STORY
WITH NICE MEETINGS
Social networks relay a call for proposals for the production of a video report for the Council of European Municipalities and Regions (CEMR), as part of the PLATFORMAwards initiative rewarding excellence in cities and regions' international action.
Among 42 decentralized cooperation projects carried out by 75 local governments from 30 countries, a jury of elected officials and experts from the European Union and the United Nations unanimously awarded the first prize to the cities of Roeselare (Belgium) and Dogbo (Benin) for their joint birth registration program.
With nearly 40% of unregistered births, Benin is one of the most affected countries in the world by the ghost children phenomenon. Without a birth certificate, these children have no legal existence and cannot claim any rights, sometimes becoming a target for the worst abuses: dropping out of school, child labor, forced marriage, prostitution, or even child soldiers...
To eradicate the ghost children in Dogbo, the mayor of a Beninese city of nearly100,000 inhabitants established with his Belgian counterpart in Roeselare a cooperation partnership so effective that its success could be reasoned all over the planet ... if we made a movie about it!

Independent audiovisual production company based in Bordeaux, Backpack Productions aims since 2009 to highlight powerful stories and contrasts of a connected world.
Offering each production an original writing, an efficient narrative structure and an impeccable post-production generating authenticity and emotion, Backpack relies on the know-how and talent of the best technicians and specialists: directors, journalists, production managers, chefs operators, cameramen, graphic designers, sound engineers, mixers, musicians, translators ...
With the support of the CNC (French National Center for Cinema) or in co-production with France Télévisions, Backpack's productions have been acclaimed by critics and awarded prestigious prizes at international festivals.
Sensitive to the international solidarity and local development issues, Backpack has developed strong expertise in communication consulting to local authorities for their international cooperation projects.
In 2009, Backpack created a web-TV for the African mayors summit and produced an award-winning documentary by the Red Cross and the Geneva Human Rights Festival.
In 2014 and 2015, Backpack produced several reports for local authorities national associations (France, Morocco, Ivory Coast, Senegal) as part of the Local Governments International Action Forum.
In 2016 and 2017, Backpack produced a multi-channel communication campaign for Cités Unies France and the French Ministry for Foreign Affairs.
In 2018, Backpack produced a report and corporate videos and coordinated a communication campaign for the CEMR / PLATFORMA with the support of the European Union.
In 2019, Backpack extends the dynamic of promoting decentralized cooperation and Sustainable Development Goals by leading the "Ghost Children Fight" documentary production.
A MULTIPARTITE PARTNERSHIP DYNAMIC
An institutional support was quickly confirmed by the Council of European Municipalities and Regions (PLATFORMA) with the provision of the reportage footage and the inclusion of our project in the program of European Days of Local Solidarity (#LocalSolidarityDays).
After having made available on the shooting an expert in the field for a key interview, we established a partnership allowing us to donate funds to UNICEF, whose goodwill ambassador Angélique Kidjo allowed her title "Mutoto Kwanza "(" Children First ") to join the film's soundtrack.
The challenge today is to extend the film's audience to the most distant borders. To reach the widest audience, it is imperative to participate in targeted international festivals, and it is with this in mind that citizens, local governments, institutions, associations and businesses are invited to join the #GhostChildrenFight campaign.
After winning the call for projects supported by the EU, Backpack immediately expanded the project ambition by enriching the planned mechanism with reinforced means mobilized around a tailor-made team, including:
a confirmed film director with a strong expertise on concerned issues
a talented cameraman who shot several films in Africa
An experimented editor who knows well the rushes
